Again, only so many people you can put in Central CT. I looked up least disaster prone areas. They were mostly in Oh/MI/pa/ny but most still get heavy snow.
You can/we build up. Califas likes their low buildings and just expanding into the wild areas (urban sprawl is a problem everywhere) but get some California cities looking like Manhattan before they star building log houses next to the forest and the mountains. Every region will have problems, but why chase bigger ones.
I would rather stay home for a few days under a blanket of snow, which really is beautiful, than die in a fire. I can go to Cali or Florida on vacation.
