Any rumors about who Mexico is playing in San Antonio at the end of January? I don't think it's a FIFA date, so it will probably be a team made up of domestic players. Unless some Russia-bound team is interested in playing Mexico, the game may be against someone like Bolivia or El Salvador or Haiti.
That would be great, but it might come closer to the World Cup than in January if both teams want to be at full strength. But who knows. According to the "INTERNATIONAL MATCH CALENDAR 2018-2024" there are only two official match dates for "international 'A' matches" in 2018: between the 19 and the 27 of March. But there will always be other tune-up games just prior to the World Cup (like the one against Portugal before Brazil in 2014).
It will probably be against someone not in the WC. Could be a good Euro team or the teams you mentioned. You can't play against someone who is in your group once the draw happens, so they will probably play it safe and go with someone who isn't at the WC. Maybe they wait until after the WC draw to announce but I'm not sure how much time they need to schedule these games and to get all the logistics worked out.
The logic for friendlies in World Cup years is to wait for the draw so that you either go after A) Teams in the style of the ones you will face in the world cup. B) Big teams that you're in the style of their rivals. That it's alright to play a team like Egypt if you play Morrocco or South Korea if you play Japan or stuff like that. Or hopefully the seeded team that gets Costa Rica or Peru gets to play a friendly against you.
