I think TFC (and the MLS) need to keep Gio at all costs. Not that I think he'll go, or even want to at this point. I don't think a one-season revival necessarily means he's ready to compete for a spot at Barca. Posing the question to Gio, would you rather be a big fish in a little pond, or a little fish in a big pond? A big pond spit you out last time, so maybe grow a little before you swim to Barcelona.
I'm not a TFC, far from it, but I would HATE to see Giovinco leave the league. He is a world class player and him playing in the MLS really expands the league all over the world and especially in Canada. I feel like Giovinco has brought enough to TFC where the club will do all they can to hang on to him
