There's no reason we can't run a salary cap on the side. That is: Players are drafted and their salaries from the regular league side are taken into account. Players may not draft beyond their salary limit. Back in the stone ages, I played in auction draft baseball league, old school from the original books Rotisserie League Baseball. We'd keep track of it all on paper, then on a computer set up in the room (pre-internet). As the years passed, we had members move away. They participated by telephone while the draft commenced. Since it was an auction, it went on for hours.... But, everyone managed to know how much money they had left (some kept track of everyone's money so they could optimize when to bring up certain players). That is to say, a salary cap is manageable on the side, if necessary.
We could also go to 10 team leagues to make us go deeper into the talent pool to minimize the negative effects of no salary cap.
But how do you maintain player price fluctuations throughout the course of the season? That still plays a major role during the season.
I think it may be good if everyone posted their preferences so we know where we are all at as a group. Personally I'd prefer not to go down the FPL draft route yet but if the majority want it I wouldn't throw my toys out of the pram. It's difficult to gauge what people's thoughts are on it without any responses.
With it being new I recommend we keep our system as is but have a separate official site draft league for those interested. After the end of the upcoming season get feedback for those that played it and decide if we want to implement in 2018-19.

I talked with DrJones24 and he will log on ASAP. Yellowcake Phantoms wants to play. I also talked with Craig Powell of the Powell brothers and he said neither he nor his brother Richard would be playing this year. I sent an email to both Keysersoze Wanderers and Pararaiders and asked them to respond ASAP to maintain their current position in the All Rocks drafted leagues. We have room for at least 6 and maybe 8 new managers. Time to put recruiting efforts into overdrive.

Commissioner uses a draft randomizer using manager's emails to develop draft order for the Odd numbered rounds. The first match is Aug 12, Backing off two weeks means each league should start the GoSlow phase of their draft around July 29. (Typically, each league completes their draft within a week during the “GoSlow” phase.) Then, if the draft goes real slow, there can be a Go Fast phase with 1 hour between picks to complete the draft no later than Aug 09. This will allow time for the First-Come, First- Served Post-Draft Squad Adjustments 24 hours after the last pick made in the draft and still before the first match on Aug 12. Step 3. The Draft Commissioner for each league becomes the League Admin for the season. Duties: Create the respective 2017-18 All Rocks League and invite the other managers to join. Step 4. I've created the All Rocks 2017-18 League and send out invitations to all 26 managers so far.
