No they aren't. But if they want to give NPSL some spots for the first round and mix them in with the PDL & USASA spots for an all Amateur Round 1 proper, then we can discuss adding a Round 4 proper for a Round of 16. They should look into that for 2011. This year, it's not going to happen.
