Biggest? Yes, by some distance. They have the biggest budget, roughly of a size that would make would make them solid Eredivisie mid-table/Europa League challengers, while even "the best of the rest" - in terms of $$ I hasten to add - would be bottom-third in Holland. Champions 21 times and runners-up 10 times, they're the side that the pre-season cliche "the team that finishes one point ahead of X United will win the league" was made for. They're also the only team that have never been relegated from the Israeli D1, and one of only 3 Israeli teams to make it to the CL group stages. In terms of stature, they have Jordi Cryuff as sporting director, and their list of recent coaches is quite impressive: last season they had Slavisa Jokanovic (now Fulham), preceded by Oscar Garcia (now RB Salzburg, previously at Watford & Brighton), preceded by Paoulo Sousa (now at Fiorientina).

I wonder though how might the Israeli league rank if it was back in the AFC. Certaintly it'd have to be on level with the Australian league at least.

I believe it's national policy in Israel that any jew born anywhere in the world gets citizenship automatically. All they have to do is ask for it. Though, that policy may not apply to African jews (Ethiopia mostly, if memory serves) or may apply sparingly.
