Different countries have different rules for eligibility and the rules have been liberalized a lot over the last 20 years or so - back in the 80s, if a player sat on the bench in the Cup final he got no medal in England, but he did in Germany or Spain IIRC. It's a squad game now, so if you're named in the squad and the team wins the title, you should get a medal is the current logic.
It makes sense if you're in the squad. But I think at the very least you need to play like 5% of games or named to the squad for like 25% of the matches to earn a medal. I kinda felt bad for Beasley way back when he missed out on some medals for Rangers due to injuries.

I would say he could come to the MLS, but I get the sense that this kid is suffering from Adu overhype syndrome. I feel like I've heard this story before. Maybe it would be better for him to go where nobody knows his name.
Adu overhype syndrome isn't a real thing. There are real footballing reasons why Green has not been successful.I long ago began to doubt his psycological make up. His technique and tactical understanding are real and not hype - they're beyond the requisite level. I seriously doubt his mentality. He's competitive and has always shown he co compete at the semi-pro level. I've never really seen a desire to fight and compete against grown men trying to put food on the table at the professional.
Maybe I'm misunderstanding what you're saying, but overhype syndrome IS about mentality and work ethic.
I think those things are far more fixed within a players psychologcial make up. I don't believe for one second that hype or status have fundamentally affected Green's mentality. I believe he is who he is, and his temperament is his temperament.
Respectfully, I think you're undervaluing the impact of media attention, money, and spotlight on a young player. To me, it's why Adu turned out the way he did. It wasn't because he was lazy. It was because he had already been Christened. Obviously I don't know Julian, but between the World Cup hype and the expectations of being a product of Bayern Munich, the pressure is immense.
