In addition to the USOC, the English FA Cup and Coppa Italia have clubs enter two rounds before the latest entries, but no clubs enter one round before the latest entries.
USSF just tweeted that the 3rd match-ups will be announced on Tuesday, May 14. Now it makes even less sense. Just wait until May 16.
So, I think I my have found the cup competition with the most ridiculous travel. The Coupe de France's first round has teams that enter from overseas departments of France. So you have two teams from each of French Guiana, Martinique, Guadeloupe, and Reunion. They then have a single team from Mayotte (near Madagascar), New Caledonia (!!), and Tahiti (!!!!!!). 5 of those teams host a game against a French team and 6 go to France. Any team that wins their away leg gets a home game in the following round. Of course, the French Cup is always weird. A 3rd division side got to the final in 17/18 (two 3rd division teams played each other in the semi's) and a 4th division side losing 1-0 to Lyon in 11/12. Then you got things like this: "In the 2010–11 Coupe de France, a seventh round match between Tourcoing and Viry-Châtillon was abandoned after 30 minutes following an altercation between two opposing players, which resulted in a brawl breaking out and dozens of spectators invading the field of play".
New Caledonia and Tahiti are members of FIFA, but the other ones are not. Shouldn't clubs from the overseas departments be allowed to participate? Their citizens can vote in French elections. The colonists said "no taxation without representation," and in a less important way having overseas departments be part of France but not represented in the Coupe de France would be how the colonists felt. I think Ligue 1 having 18 clubs in the European part of France, 1 in the Caribbean, and 1 in Oceania would be too much travel, but I think it's okay for a cup.
Related, what's the deepest run a Hawai'ian or Alaskan team has made in the Open Cup? I believe all 5 of the recognized American overseas territories have their own FA's so teams in those regions wouldn't be eligible for the Open Cup, right?
In case people are curious, French Guiana, in South America, Guadeloupe and Martinque in the Caribbean, and Reunion and Mayotte in Africa are all inherent parts of France - the level of departments. That is equivalent to Hawaii being a US state. This explains why French Guiana is not a member of FIFA, just as Hawaii is not a member of FIFA. New Caledonia and Tahiti, and a few others, are more akin to territories, like American Samoa and Guam, explaining why they have their own FIFA representation.

A team from Alaska named Spanish Plus from Fairbanks lost, 12-0, to a team from San Francisco in 1979 according to theCup.us. They don't say what round that was in. I don't see a reference to any teams from Hawaii. All teams in the U.S. Open Cup have to be affiliated with the USSF. I believe that you are correct about teams from the territories with their own FAs.
Dunno. Tahiti, for instance, has its own FA and has teams that qualify for the OFC Champions League. Yet the cup winner qualifies for a cup tournament hosted by a UEFA country. So, could teams from US territories be allowed to compete in the Open Cup? Don't see why not. Also don't see it being economically feasible at this point either.

Commisso has lots of money. How else could they roll up the score on amateur teams game after game during the regular season? It doesn't seem to be doing a lot of good so far tonight against a pro team.
