2018 panel of qualifies teams - weekest ever?

    With all those big names crushing out already ahead of the tournament, i am wondering, if the panel of qualified teams for 2018 is the weekest ever, by regarding who stays at home.

    i can only remember WC 2002 and 2010 which had a similar loss of bigger names.

    2002 had no Dutch, no Czech, no Chile, no over aged Romania and no Ukraine
    2006 had a big downgrade in Africa with several big teams failing in making the finales...but the other confederations sent quite their best strength armada
    2010 had likes of Slovakia, Slovenia, Greece instead of Russia

    So all these last world cups had some miss outs.

    But this one is huge with Chile, USA, Netherlands, Ghana, Italy.

    The weakest panel ever?

    I could look at the FIFA Rankings before each World Cup to calculate the average rank of the 32 teams. People may like ELO better, but ELO doesn't have the rankings as of a past date you choose like FIFA does. I'm going to use FIFA Ranking rather than points because the formula change after World Cup 2006.

    The rankings from before World Cup 2002 are at http://www.fifa.com/fifa-world-ranking/ranking-table/men/rank=97/index.html
    The rankings from before World Cup 1998 are at http://www.fifa.com/fifa-world-ranking/ranking-table/men/rank=50/index.html

    The rankings were created between World Cups 1990 and 1994, but I'm not going to look at the rankings before World Cup 1994 because I only want to look at World Cups with 32 teams.
