That's 23 teams, but I don't see how that's possible considering the Women's FIFA Rankings have only 22 Caribbean teams, and that all of them are unranked due to inactivity except for Trinidad and Tobago. CONCACAF doesn't say when the groups will be drawn. The five group winners advance to a group in July in which three teams qualify. Central America will have a group of six, with every team except for Guatemala, in July. Nicaragua will host. The top two qualify. The three North American teams are in automatically. The tournament will have 8 teams.

The Florida Cup gets pretty low attendance and they aren't really set up as big draws. The clubs aren't necessarily the big name clubs always, so they don't have a big following in the US. The big attendance events are typically the International Champions Cup which does get the biggest names plus any game involving Mexico's national team.
