No he didn't. He only considered those teams that ended last in each group of those WC's, and the Confederation to which they were from. Italy ended one spot over England. And Portugal ended over Ghana.
Brazil in the beginning used to play only with regional teams as their NT, and even after they started winning it would be either the Rio League or the Sao Paulo league representing our NT because of the rivalry. When both United that's when they started dominating.
I'm not sure I actually think UEFA qualifying helps certain teams get to the WC, I mean group G and group E are laughable for a direct place into the WC.
i'm not sure this statement is sustainable. i have no idea how the geographic divisions would fall, but it's very likely that a much greater percentage of players would come from two of the areas than from the third. i think your assumption would hold up better if you said "if Brasil was divide in two". in either case it's an interesting question.
Three regions: Sao Paolo and adjacent states, Rio de Janeiro and adjacent states, Rest of Brazil. Each one a powerhouse. Likewise, you could divide Argentina in two: Buenos Aires province and Rest of Argentina.
have you done research to see where players actually come from, or do you know off the top of your head. for example, of the 3 net-minders in the current squad, no one comes from "The Rest of Brasil".
if it was divided it would be, Southern Brazil (Parana, Rio Grande do Sul, Santa Catarina) they have been trying for years already. Then you would have Sao Paulo, Minas, Rio, Espirito Santo, and the rest of Brazil. Northern part of Brazil would be a powerhouse (Italy/Germany/current Brazil), SP, RJ, MG and ES would be equivalent to Spain/Dutch, while the southern Brazil would be like Uruguay, Belgium, Portugal.
That's not the point, the point is each region would field a competitive side at the WC. Historically, each would be a powerhouse.

SP/MG/RJ/ES -> most developed football part of the country, hence so many players from here Jefferson - Thiago Silva - Sao Paulo - Marcelo - Paulinho - Fred - Neymar - Oscar - Julio Cesar - Maxwell - Ramires - Luiz Gustavo - William - Bernard - Jo - Victor Nordestinos -> poorest part of the country but the most doente por football (football oriented culture), if they developed their players like the southern regions do nobody would touch Brazil, most players that come out of this region they do because they are just that much better than anybody else. Daniel Alves - Hulk - Dante - Hernanes Sul -> rich part of the country, develops players in the same manner as a lot of smaller European nations, it's where you see a lot of the richer kids playing football professionally instead of the poor kids like the other 2 regions.
