The Suriname Football Association published 3 groups with each 4 teams for the first round. The groupwinners of every group will go to the next round, and also the best runner-up.

Group A: Jamaica, Bermuda, St. Vincent and the Grenadines, Suriname.
Group B: Trinidad & Tobago, Grenada, Netherlands Antilles, Dominica.
Group C: Guyana, Dom. Republic, Aruba, Cuba.

Matches will be played from 19 July till 27 July. I don't know if it's official I couldn't find any news about this on the internet.

i don't understand why they don't have a under 23 team either. even if they don't have enoughn young quality players on the island new york and Miami is filled with Puerto Ricans, im sure they can get more than enough youths that play in the U.S to represent P.R..maybe their main focus is on developing baseball players.
