Once the current team is history, and the owner gone, then USL can bring in new owners and a new team in Jacksonville for 2019.
You are off base on that one. Palmer is quite financially solid. He also owns a D-League basketball affiliate of the Orlando Magic, his company RP Funding is very successful in the mortgage servicing biz, his company's name is on the arena in Lakeland, FL and he's investing in a new HQ for his Jacksonville area businesses, including the Armada. My guess, just a hunch, is that as long as the NASL exists in some form, Palmer can't take them to USL. Remember, he bought the team from the league and I'm sure there is some sort of clause in the agreement. Beat guess...he's trying to keep the team going in some form while he waits for resolution on the NASL lawsuit and/or the NISA to launch next year. He already owns a PDL team...the Armada's U-23 squad.
I donno... something about him is shady. Hope he roves me wrong. I assume he got the team cheap. good for him. Just hope he doesn't use the team as a marketing stunt.
On Saturday, reports began to surface stating that both Miami FC and Jacksonville Armada will be moving to the National Premier Soccer League (NPSL) ahead of the 2018 season. The NPSL is currently considered a fourth-tier division in the U.S. soccer pyramid. Pro Soccer Talk has since been able to the confirm these developments. http://soccer.nbcsports.com/2018/01/27/miami-fc-jax-armada-set-to-join-npsl/
Move to NPSL, at least for for the spring, is confirmed. They plan to play in another league, either a USSF-sanctioned league or something outside it. Hard to see this working. http://jacksonville.com/sports/armada-fc/2018-01-30/wake-nasl-turmoil-armada-join-npsl-spring-2018
It is not really a move to NPSL, they already had the NPSL team. They may spin it that way, but the reality is if NASL does not play then the pro side is shuttered for now.
I agree with what you said (although from personal dealing with one of his businesses I find him a bit shady.....but he has money). However, the U-23 team is NPSL, not PDL.

Among the topics to be discussed are how a non-FIFA sanctioned league can attract players (pay, benefits, etc) & how to attract officials to a league not under the USSF umbrella. 6:16 AM - 7 Feb 2018

Jacksonville fans must be thrilled with the direction of their owner. Such shrewd soccer decisions being made on behalf of Jacksonville. Maybe next year they can have a best of seven championship series with New York Cosmos.
