2019-20 Laws of the Game

    Already have blown my first dropped ball of the fall. 12U boys, attacker from outside the PA launches a ball that hits a defender in the face, who doubles over and the ball winds up at the feet of another attacker in the PA who starts dribbling. Tweet, check the kid, he's OK, I say we're dropping the ball to the attacker and back everyone away. :sleep:

    10 seconds later (after a goal kick resulted) I woke up and face-palmed. Fortunately, I suspect I was the only person present (on the field or off) who knew that I had misapplied the new law.

    Ok but ... dropped to team that touched it last before you blew, or before you decided to blow? And, in the PA when you blew or when you decided to blow? So should this one have gone to the keeper or to the kid who got hit in the face? (Assuming he was outside the area -- I get that if he was inside then it goes to the keeper regardless.)

    Oh, definitely. I let a couple of "deflections" go today.

    We also have a "mandatory yellow on a slide tackle" policy at that age. I had two today that were borderline between "slide tackle" and PIADM, so I opted for the latter -- IFK and a couple of words with the kid. Each time, the kid didn't do it again.

    When the previous NFHS rule was introduced, I mentioned to coaches at the pre-season league meetings that the players could get their coach sent off by doing this twice. In EVERY meeting, the coaches in the front would shake their heads, 'nah, that would never happen.' And there would always be one coach, in the back, saying, "yeah, I could see that happening.' And I distinctly remember one coach emphatically telling the crew before the game that he had personally checked every player on the team at least twice.

    This summer none of the leagues that I officiate adopted the 2019-2020 LOTG because they all started before the change. Also, usually I don't do USSF games in the fall because I am too busy with high school and college. However, this year the local AYSO region asked if I would ref on Sundays if they are short and I don't have another game. This past Sunday was the first day that I was available and the first time that I officiated with the new laws. I just wanted to make sure I did things right.

    Blue team has a throw-in. I am concentrating on where the ball is going to land instead of the thrower. The ball hits me and the green team gains possession. I blow the whistle and restart with a drop ball for blue. Should the drop ball occur where the ball hit me or where green got possession?

    I believe the goalkeeper's own defenders can be inside the penalty area during a goal kick; the law reads:

    "Opponents must be outside the penalty area until the ball is in play"

    Yes, unless the kicking team opts to take a quick kick. Somewhat similar to ten yards on a free kick ...

    In one of my U9 rec games over the weekend, the keeper would always collect the ball and then, with a smile on his face, throw the ball about five yards forward before anyone else had moved.

    I was asking hypothetically -- what would the answer be if the hit-in-the-face player had been outside the area?

    Not a new Law, but something occurred to me in a game weekend before last -- players could theoretically game the system by interfering with a goalkeeper who's trying to punt the ball, at least at youth levels where a punt goes much farther than a set piece.

    In other words -- a U12 or U14 attacker could jump in front of the keeper, forcing the ref to blow the whistle and change a punt (easily reaching midfield) to an IFK (not as far and maybe not accurate).

    Is there a way around this? Would you avoid giving the IFK unless the keeper absolutely can't get the ball away, and then would you caution the offender?

    Don’t think too hard about it. If the keeper still has a clear opportunity to play the ball quickly then let him. Otherwise, the defender is asking for the caution, give it to him.

    Also, don’t forget to give a fly by or an AC to the offending player whenever you get the chance if you don’t stop play.

    I got called by an attacking coach (who impressively enough knew the law) he put someone in a wall, however, that wall only had two players therefore it is not in the eye of the laws a wall. I still made the attacker give the wall a yard. Oops

    MRL (MWC now?) weekend. Last game of the day goal kick for the defending team and an attacker who was waiting at the top of the box picks up a slow pass while it’s still in the PA and slots it home, much to the dismay of the defending team from Michigan. At HT we talk with the coach and our referee coach to clarify and I heard something to the effect of “Michigan doesn’t use the new laws yet” and then the coach goes on to complain about US Soccer and how “the laws should be for the whole country”. Like 1st of all, this is USYS, 2nd of all, it’s YOUR state that is weird. Not sure if the whole “Michigan uses the old laws” thing is accurate, but I’m pretty sure that’s what I heard.

    I'm no longer an active ref. But when I was, we delayed the implementation of Laws changes until after the winter recert clinics.

    That's correct. No recerts until February, so law changes go into effect next spring. National leagues may have adopted the changes, and refs who work those leagues should know the new laws.

    And teams in those leagues should be sophisticated enough to keep up on law changes and the ROC. Zero sympathy.

    Yep. On the MWC's homepage there's a doc link to Law Changes and Clarifications (as of 7.29.19) . Second paragraph in big bold letters it says 2019-20 Laws are in effect.

    There was a late October select youth tournament one state over we used to road-trip to and their ROC's said the Laws that were in effect as of Jan 1 that year governed the competition, even though new Laws were effective July 1 (at that time) that started allowing kickoffs to be kicked backwards. Enforcement was hit & miss, but no one raise a stink if they called it.

    I'm a nerd at times so, yes, I read the league/event documents whether coaching or refereeing; amazed by how many that do not then want to fuss about it.

    Verbatim from Mike Petke's legal action against Real Salt Lake:

    "With approximately two minutes left in stoppage time (additional time for play after the first 90 minutes of the game had expired), a cat entered the pitch and ran between a Tigres player controlling the ball and a RSL defender. Although the cat appeared to flick the ball as it ran by, the referee, John Pitti, failed to blow a whistle and stop play. ...

    "Because there was no whistle to stop play, the Tigres player continued driving the ball toward the goal and took a shot that missed the goal and went out of bounds. Instead of giving the ball to RSL for a goal kick—standard procedure when the opposing team kicks the ball out of play wide of the goal-the referee gave possession of the ball back to Tigres at the spot where the cat entered the field, granting Tigres an unexplained second bite at the apple."

    At first I was thinking this made sense. Outside agent interferes with play, drop ball to Tigres, right?

    But if play continued long enough (seven seconds by my count) for Tigres to shoot wide, do you go back to the drop ball?

    Note the terrific commentary: "It was a great overlap by the cat ..."

    Hold on. Has Petke filed a lawsuit justifying his actions based at least partially on the premise that “well, the referees were wrong?”

    Do I have that right?
