Like everyone else in the market, we've had 2-3 months to realize that Juan Jesus shouldn't be starting for us at all and do something about it that isn't a panic buy. Aren't we run by people who see the players perform in training all summer long as well as when the official matches come? And it's not like the player in question has just arrived either. Bar a sudden last minute injury - there's absolutely no excuse for the whole club to wake up 24h before the end of the mercato and realize they're one CB short for the already started season.
In all honesty though having Smalling play your Europa League games is a good pickup so that Mancini doesn't get injured playing against Qarabag.
He's not Alderweireld, but anyone that doesn't think Smalling makes this team better isn't too familiar with the current state of our back line.
Good signing an experienced pro with champions league and international experience. So much negativity towards smalling I think he will be a very good addition to partner fazio or Mancini.

I actually like this move. Smalling is no ball-playing CB, he is more of an old-fashioned defender. He doesn't have those flashy, smooth playing style but he can defend extremely well, and as such, he will improve our backline. Fast, good in the air, tall, strong. We only need to pair him with a someone technically good, I hope Mancini is that one. Yes, he has been made fun of, but he has been United's best defender for a while know. He played under Mourinho, under LVG. I am actually surprised Ole let him go, he is United's best defender after Maguire, but it's understandable since Ole prefers playing from the back and Smalling is not a good fit for that.
The first minute is showing his timing of a tackle which is generally very good. Smalling looked like he could have been a great 10 years ago. He is a solid player. He could replace Fazio's role next year if he likes it here and we go out and find a prime centre back.

For what it's worth, a good 20 minute reaction video on Chris Smalling to Roma by the Youtube channel The United Stand. Worth listening to if you have some time at work today. Favorite part is at 2:40 - "Smalling is like the Super Nintendo, that is super reliable and can come in every now and again and keep everyone entertained".

Smalling can be a success at Roma, the only question is his attitude towards adapting a new league and culture. English players do not have the best reputation adapting outside of England.
