I saw that and thought that was a very odd thing to admit. I don't recall driving my car down the road with other vehicles and people that I could have killed.
It's like when some company pays a huge settlement "while admitting no wrongdoing." He probably knew he was busted, but he figured he'd just pay the fine and say that he may or may not have been driving whilst talking on his phone, but he just doesn't remember either way.

Not knowing his cell-phone/smartphone habits, I could see how someone may not be able to remember a specific moment. Just look at the frequency people in general fidget with their phones while walking on sidewalks, driving cars, eating in restaurants, or taking selfies. I see it all the time in the DC metro area.

Driving while using a cell phone is dangerous, which is why it is illegal. Not remembering seems a tacit admission he does it, and often. Especially when the prosecution could probably not prove its case beyond a reasonable doubt regarding the charged instance based simply on a bystander's complaint. Imagine if Robert Kraft said he didn't remember getting serviced in a strip mall massage parlor because, you know, "people in general fidget with their" joystick in all sorts of contexts. Beckham and Kraft will make great MLS co-owners, I mean investor-operators.

(Emphasis added). I don't know where you're posting from, but I live in California, where it is not allowed. Sounds like the same is true wherever Beckham doesn't remember but nevertheless pled guilty to doing it.
He was in London and found guilty because a pedestrian snapped a photo. You said “it’s illegal”. A blanket statement. It’s not “illegal” in half the states. Looks like it’s legal in Florida, where Beckham now has an MLS related business interest. Also, speciously accusing him of being drunk or high and conflating his driving ban with Kraft’s moral turpitude suggests you have an axe to grind. Multiple ones. I don't like either David Beckham or Robert Kraft. I'm guilty as charged. But as between texting while driving and getting a hand job from another consenting adult, clearly the dangerous driving is far worse.
It's evidently illegal in London. There's your context. But if we're going to talk "blanket statement" we're going to need to move beyond a small subset of the Anglo-American jurisdictions. You have not told me how the matter is treated in Canada, Australia or Malta, let alone under Napoleonic or Sharia law. You're going to need to spend some more time on Wikipedia.
