Hibs wouldn't be a bad landing spot for him. Not bad at all. And Hibs, IIRC, are fairly thin at CB. There's not a lot of cover.
As of late last week, this was still being reported as a possibility. I haven't easily been able to find anything more recent.
It has been eight days now since Hibs said they were closing in on signing him. With no news since, I have to guess that the whole thing has fallen apart. With more than 10 years at West Ham and Birmingham, does he still have to go through work permit approval? I suppose that could trip him up, since he hasn't played for the U.S. in years.
We just saw Matt Polster secure a Scottish WP so I can't imagine Spector would be denied given his resume of playing in the EPL and Championship for many years. *didn't realize he had a EU passport.

Good to see. He seemed like he was still pretty good in MLS when healthy, and I'll always have a soft spot for Jonathan Spector based on how good he was for us in the 2009 Confederations Cup when Steve Cherundolo was hurt. Spector was hanging in the Premier League at that time, and it looked like he just might challenge Cherundolo for the starting job at RB for South Africa 2010 and beyond, but it didn't work out that way.

Talk about a random move. Has he always wanted to play in Scotland? I can't imagine he'd be earning more there than in MLS or even League 1 in England.

Old Reekie is an underrated city (esp from July 1 to August 30...) And good footie culture (when you're not getting shivved.) (the last is joke. SPL fandom can still be intense but is much less life-threatening these days.)
