In the Confederations Cup there was no problem, many сhileans and mexicans bought tickets from the Russians and went to the stadium.
I know that English is the common language but i doubt about the language here. There is no mention in the rules that should be in English, and besides that, there are countries where you can't issue a power of attorney in a different language that the one spoken there.
I understand, but I'm in the USA & can only get it notarized locally in English. I was think of having a Russian speaking colleague write up a translated version in Russian. For the record, I wrote to FIFA that I can't attend due to special circumstances, but only received their standard response via e-mail with all the legal jargon stating that all ticket sales are final. My only wish is to transfer my tickets to others.
I find it hard to believe demand for this WC is higher than 2014. I think FIFA is just restricting supply until the last second.

In that case you did alright As a principle I never pay over FV so it's a distant concept for me and I still believe that we will be able to get all these rare matches at FV.
Good luck with it dude - I just hold my nose and bite my tongue when they give the "it's what i paid for it" stuff when it's exceptional circumstances. It'll be open season if it turns out a) Russians will be touting Cat 4 tickets and b) The stadiums are giving entry with these. Will be heaps of tickets available if so. Just need to look out for scammers
No no no, just write a standard one in English. Google for limited power of attorney, copies of both passes in the letter and together with the request ID. Get it notarized and you're set. Don't over complicate it.
So anyone know if I can get the name on a ticket changed still? I have received my tickets but just need a name change on one of them.
How do conditional supporter tickets work? If my team of choice does not qualify do I get a option to still keep my final tickets?
