Garcetti is going straight for the Presidency. He already declined to run for Gov this year, he's not challenging Feinstein, and Harris isn't going anywhere unless she wins President/VP. There isn't a ton of room for upward mobility in California politics.
But Ronnie isn't the proper comparison. It was Nancy, and President Obama did not attend. Although to be sure he was working, not golfing.
Obama is a lightning rod for the opposition, and he knows this. I think his choice not to attend probably has that in consideration as a distraction from the funeral, itself.

Not to Judge, but Obama skipped Nancy Reagan's funeral while POTUS. And to be frank, I am not sure the Bushes want The Donald there.
They absolutely are a fraternity. And there's now an Animal House component to that fraternity. Potentially the greatest celebrity roast evah? He's probably going to outlive Bush I and Carter. IMO he's got a shot at outliving Clinton. If not, Clinton, Obama and Bush will go. Dude, he's not going to die in some bunker/fortress and have his remains burned/dropped in the ocean so nobody can find them and make a shrine. Once the legislative and international mess he's created gets sorted out, the only thing remaining will be the increases in ugly mistreatment of POCs. Time seems to heal all other wounds. If he lives another ten years, nobody will treat him with the disrespect he deserves.
They will all go out of respect for the office. Because unlike the current occupant, they have a sense of class, regardless of their other shortcomings in and out of office.

She's one of only a couple Trump appointees who seem to be able to defend themselves against the Moron-in-Chief.
