NFL Ratings were down as well compared to the same week last year, no doubt a good chunk of the ratings loss is from the southeast (especially Florida) with Hurricane Irma coverage.

Unlike clubs (counting domestic league games only), national teams don't play the same amount of games every year. Among teams that normally qualify for the World Cup, I would expect them to play about the same amount of games every year with a World Cup, but not exactly the same amount. Games also vary in importance. I think looking at the ratings change between two editions of the same competition is fair, but looking at a national team's TV ratings from one year to the next is comparing apples to oranges.
