It was a procedural vote to allow Republicans a few days to come up with a bill instead of killing it right there. I think he votes no on the actual bill. His entire speech depends on the end result. If some sort of bill passes, his speech is garbage.

We are talking about a few thousand soldiers and the cost is negligible.
