It kind of makes sense, given that they've structured the league as one big training ground for Mexican(-descent) players. It's U23 with two above-age ringers per team, and U17s must be given 720+ minutes total over the season. That would be tough to balance with the other end of the spectrum where you're simultaneously importing better foreign talent to win now. They save the foreign mercs for the FIFA majors, where they do try to just win now
But, since it's a U23 league and it plays in the Fall-Spring (I assume), it's not like they are going to get a bunch of Mexican-American college players wanting to play. The "place of birth" may not be 100% accurate, but seems limiting to stop players who happen to be born in the US but are dual Mexican citizens. This isn't LigaMX, where you are overwhelmed with imported, naturalized talent. Maybe this is an "anti-Xolas" rule to keep them from taking advantage of cross-border talent. They are stopping the handful of "Mexican (-descent) players" you reference who might want to play.

Kendall Fischlein (who played with Natasha before), Anjel Brown and Jessica Hiskey. BostonRed, I really appreciate the work you put into your two threads. I'm wondering if you keep a data base of Yank women abroad and of Yank women on other nations' NTs and YNTs?
Not really. I have a cheat sheet of the European national & youth teams that I use, but I've never really done much more than that for NT players. I find myself going back to this and the older thread all the time to determine if a player is a Yank. I should put it in a more usable format, but I'm able to keep a lot of it in my head. I don't even try very hard on the YA front. I subscribe to the women's teams Twitter accounts and steal notices from AWK and Equalizer Twitter primarily, but figure that I'll get notices somehow.
If I get a break from my other computer stuff, I'll go through the two 2017 threads and create a data base. I'm interested in the numbers, which bear some relationship to the level of women's soccer taught and played in the USA.

At least 6 Mexican-American players were shut out of Liga MX Femenil. Seems short-sighted. It was a phone call that threw former Mexico youth international Jazmin Aguas' fledgling career into limbo. Aguas was in the Chivas club house in Guadalajara, where the 24-year-old from Escondido, California, had been working hard for four months to prepare for the start of the inaugural women's professional soccer league, Liga MX Femenil, on July 28. Almost exactly a month to the day from the historic first game, Aguas' friend Clarissa Robles -- a current Mexico international also from California -- was about to board a flight to begin a career at Tigres in the Liga MX Femenil, but found out through her coach that no player born outside of Mexico's borders could be registered. Robles called her friend Aguas to find out if she was in the same situation. Aguas ran down to find the Chivas staff to enquire. But after initially being reassured, it became clear that the Liga MX had closed the doors to Mexican-American players born in the United States, even if they are Mexico national team players. Mexican national team midfielder Olivia Jimenez -- who made global headlines in 2012 when she was nominated for the FIFA Puskas Award -- was part of Club America's preseason and only found out about Article 8 when the club tried to register her. The 25-year-old was born in the U.S. but raised in Mexico, adding an even more confusing layer to the rule. She's currently working in a printing business in San Diego and training on the side, which doesn't seem to be the ideal set-up for a current international footballer.
