Belarus were the only third place team to qualify but did get a draw against Portugal. So hard to say.
I would presume Belarus historically as Norway can sometimes have some pretty decent players at this level.
I'd expect Norway to be a fair bit stronger than Belarus. Belarus snuck in to the elite round as the best 3rd place team. They lost 5-0 to Denmark who finished bottom of their group, drew 1-1 with Portugal and then beat Bulgaria 1-0 - in a game that was a dead rubber for group winners Bulgaria - to get through.
My only input is that Norway has recently been okay with their youth teams than Belarus. Hard to tell, but at the we're going at I'd fancy our chances well against Belarus.

I never understood why Suliman was selected in the first place - but don't know how he's done in recent times. 3-0 today seems a very good result (to me).

Not that it's necessarily indicative, but picking the players who've been given shirt numbers 1–11 would leave us with most of this team, but with Oxford in for Suliman and Davies in for Edun. Edwards and Willock would remain on the bench.
