How is it non-news DDR? It's a statement of fact about something that was formally submitted yesterday - it's not an announcement to say, building starts today but it's a significant step - which will be followed by an even more significant step when the full dossier is submitted to the region. Many fans appreciate being informed and updated as progress happens. It may not be interest to you, but it is news.
In my opinion it is non news released strictly for the purpose of getting outlets to write pieces on the stadium and remind everyone about the project. When we submit the official final project, which was supposed to happen already, then we can talk about significant steps. While we are at it how about some significant steps on removing those barriers? They promised the club was working hard behind the scenes and we still have nothing to show for it. The piece of crap Gabrielli got himself promoted, so now you have a good excuse and everyone can save face from this fiasco.
It's the first step in the submission process - which is what it says in the story. It's quite normal to keep fans, media and public updated about this process as it affects a lot of people. When the full dossier goes in, this will also be communicated as this will be more significant news. Regarding the point on the barriers, my understanding - maybe limited understanding - was the authorities have said the barriers would be removed if the fans return without issue.

Forgive me for my lack of knowledge but why has this taken so long and why is it met with such trepidation ? Is it just impossible to get approved? Can the city not afford it? I guess I just don't know enough or anything about Italian government and why they would kill the project.
They are in doubt about whether it is in the public's best interest, or at least that is their line of reasoning. Roma wanted the city to pay for expensive reinforcements to the transportation to and from Tor Di Valle, which the city did not want to do, but now they seem to have reached a compromise.
