    For a few reasons:

    - The small clubs take the average way down, if you look at the top 10 averaging teams, its 21,296 avg

    - Games are availabe on TV via open TV, Payperview, etc...even a guy in a "favela" can get a clandestine conection and watch every single game

    - Stadiums are hard to get to, most of them are not modern, there are fights in many rivalry games, you can't drink beer in a stadium now...

    - When your team is doing really well, the european teams will come in and take your best prospect for the last 10 years, by paying peanuts...and I'm sure the club directors are getting their cut to allow these deals...than your team starts losing because you lack depth.....

    - Brazilian clubs have country wide support, so for instance, when Flamengo plays away, the games are usually pretty packed, but when Barueri comes to town, it doesn't draw so well

One think to keep in mind is that when there are big games the crowd will be above 40k, 50k, 60k...when there are so so games the same teams draw 10k, 12k, 15k crowds...I don't think you can compare MLS attendance to Brazil attendance just yet...in the U.S. the crowd can't deliver for a big game like in Brazil and the atmosphere is not even close.

Thats my take on it at least.
