Perhaps. Getting the stadium done for 2021 would likely be tight. But they have saud shovel-ready for a while now. And keeping the # of teams even makes all sorts of sense.
Fortunately Sacramento has a favorable climate for nearly-year-round construction, and as you mentioned they've done most if not all of the ground-level work. Worst-case scenario, they borrow some time in early 2021 with away games and/or use their current field to start (though I highly doubt the latter).
Congrats to the long suffering Doom Ledge denizens on finally being able to leave the ledge until the team's first MLS game. Don't do a Cincinnati both as fans and an organization. We sure are going to miss those 3 road points we always get at your stadium.
