I dont get these type of players... why just dont go like to, for example, Germany.. couple Arsenal players did that, Sancho did that (not loan), Everton player showing decent stats on loan to Schalke this year. But Foden sitting and waiting for what? he wasnt to be better than Silva,KDV, Bruno, or Mahrez?

Going to another team doesn't guarrantee playing time, and playing time doesn't guarrantee progress. As an example: Kubo is playing for one of the most boring teams in Spain, even if he gets minutes, he's making zero progress there. He's coming on and plays the stiffest nonsense i can imagine. That's the kind of squad he's on though. I consider Schalke a similar situation. Talented German players can't leave Schalke fast enough. The right loan move can help in progress. There's a chance City and the player haven't found that move yet. What point does it make to send him to a team that defends for 90 minutes and have him touch the ball 20 times per match? Again, as i said, i struggle to see what the Mallorca stint is doing for Kubo other than giving him the cultural experience of playing in Spain. He's tied to a team that is looking at a 150 mil. + fee to let him go at the least. It might surprise you, but he's still the "talented kid" and nowhere near a star. I appreciate your perspective on this. That being said, I think a lot of the negative accusations are colored by the same positive accolades; he is indeed a polarizing figure. He is the victim of his own success, and when he didn't get his way, he bitched and also failed with some of his own problems, regardless of the blame that others may share in this situation. We can all admit that they are underperforming for a variety of reasons - the players, the coaching staff, the hangover effects of prior success, the front office management. On the other hand, to have a balanced opinion, would you not say that Mourinho was gifted but flawed, and was tactically one of the more proficient managers we have seen in our time when it comes to assessing opposing teams? If he would only keep his mouth shut and also have learned not to manage antagonistically, but I digress. I think he's a 7/10 manager, but in the right positions he can be amazing, but when found out, looks horrible and then talks himself into a shithole. Definitely not HoF or all-time, however.
He's 19 years old. Just because football has developed an absolute fetish with younger players doesn't mean what Cit are doing is wrong. Also players are not fruit or wine. Its not like sending him into a bad locker room culture will help him "mature". I've seen great kids pick up terrible habits because the team culture was rotten. Foden's career doesn't end next week, next month or next year. Whatever the plan is, the guy Manchester City would name the club after, absolutely adores him. Most of them are Raiola package deals for Pogba. Areola is a Raiola client as well, so I'm absolutely sure our Pogba links and discussions have something to do with this transaction going through smoothly. If we sign Pogba next summer we'll most likely sign Areola on a permanent deal as well.

I think he definitely is, not for us, but for his achievements elsewhere. Winning 2 CLs is massive, winning them with 2 different teams is even more impressive. Winning them with 2 different underdogs is 100% hall of fame material. I think people are just confused about how much Guardiola hypes him up then doesnt play him. Its kinda of like when Zidane said its a shame Brahim doesnt play more..... hes the one not playing him.
If Pep was with another team and got asked about Foden, he would talk about how he's a decent player but there are many players in his reserve team like Foden. I remember his comments about Wilshere, and Foden is in a similar position as a young player with potential (but playing fewer games than Wilshere at his age).
Ironically enough Mhkitaryan gave an interview when he left that he wondered why they got him (he didn't play for ages when he arrived there), and Mourinho himself was giving interviews like he had no idea what the player is good for. Players like Fellaini were already there. I'm not even claiming he bought well(Mourinho never does) , but I haven't forgotten people claiming we should have bought Sanchez for example and now make fun of ManUtd for that transfer like we forgot them comparing him to Bale all day long.
