Why?
Personally I think he would be better off to go the trajectory of going through one of the Dutch top 3 first.
He has Frenkie de Jong qualities, so perhaps Barca thought we better buy him now for close to 8 million (Telegraaf mentioned that) than when he's the complete product for the jackpot price.

Het cijfer is van belang bij de vaststelling wat spelers die niet uit de EU afkomstig zijn minimaal moeten verdienen. Voor 18- en 19-jarigen zonder EU-paspoort ligt dit bedrag nu op 218.000 euro per jaar en voor spelers van 20 en ouder is het bedrag minimaal 436.202 euro per jaar. De spelerssalarissen zitten na een daling in het begin van dit decennium weer in de lift. Spelers van Ajax en PSV worden bovengemiddeld betaald, spelers uit ploegen in het rechterrijtje moeten het vaak met veel minder doen.

Tyler Adams had the highest WhoScored rating in the entire Bundesliga among defensive midfielders (not just U20s)...and he's not there. The list does have a few players older than him too. Barco over Adams is just LOL.

 

I wonder if it is for players that are actually, under the age of 20, as opposed to Under 20 from a tournament qualification standpoint. If that is the case, then there's a reason Tyler isn't on it, instead of those Frenchies snubbing him...

 

Like I said, there are some players on the list older than Adams, such as Declan Rice and Gedson Fernandes. The list includes players who are age 20, including Barco too.
