Looked like a foul to me. Rooney eludes the tackle to avoid being killed. I don't like the guy, but I want that kind of thing whistled. Dwyer made a careless attempt at a tackle, he missed everything but impacted the play (ball never rolls out if Rooney doesn't have to avoid the challenge).
If every instance where a defender comes at me and makes me move and lose the ball turned into a foul, I'd be getting a lot of free kicks.

On July 22, 2017, at the tender age 40 years, 2 months, and 19 days old, our dearly beloved Ben led them D.C. boyz to his 100th loss (a thrilling 3-1 defeat to the Houston Dynamo at the raccoon sanctuary RFK!!). Ben, always the overachiever, managed to do so in only 237 matches, which may also be the fastest for any coach to 100 losses. But I'm not going to do the math. All hail Ben Olsen!
