Doesn't he have a Ghanaian passport? They have Ghanaians in all divisions in England. So far England is still in the EU, the Cotonou Agreement plays.
For all effects and purposes, players from the ACP (Africa, Caribbean & the Pacific group, countries that signed the Cotonou Agreement, among them Ghana) count as if they were EU players in several of the EU countries, like Spain and France. Therefore, because of the Bosman ruling, they can move to England after spending a season in one of those countries. So England could buy a player, loan him out for a season to one of the countries that count them as European, then bring him to England. All that is about to end with Brexit. I believe that people from white Commonwealth countries .i.e. Aus, NZ and Canada, get to work in the UK for 2 years without a work permit.
