It says literally: "Each club is required to keep twelve licensed players of German citizenship under contract." By Peppi Schmitt Behind this regulation, which is binding for all clubs to get any permission to participate in the league, was once the good will to do something for their own offspring to make room for youth players from their own association. Therefore, the "licensing regulations players" also stipulates that the clubs must have eight locally trained players, four of them in the club under contract. Sounds sensible, but has become more and more a farce in recent years. Because the clubs are only formally adhering to these regulations, but no longer fulfill the spirit of the regulation.
