To make the conversation as interesting as possible U20 would be my cutoff. U23 would commonsensically the best way to define it since that's the highest age group that plays official youth tournaments. But the problem there is that with the limited resume that U23 Mexican players have, they might create a tendency to be treated as out of contention (despite playing regularly in a top 10 worldwide league) simply on the basis that they play in Mexico. While some of the US's best U23 players are getting minutes in Europe, if for no other reason than because they're largely not expensive players and some don't take foreign player slots. The bias to PT in Europe is common, and it's the reason US fans might scratch their heads at seeing that someone who plays consistently in BL could be outplayed by a local MX player. Once Pulisic is out of contention, using U23 as the cutoff will lead to the usual stalemate of US fans claiming so-and-so is better because he plays most games for a midtable German team, and Mexicans saying that so-and-so who plays for Club América and starts for the MXNT is better, with a Canadian thrown in here and there for shits and giggles.
