Regardless, it's not the "USSF attempting to prevent the NPSL PRO division from happening", it's the USSF trying to maintain some semblance of consistency in its organization. Now, if they rename it to NPSL Select or NPSL Elite or whatever and USSF says "you can't do that", there might be something more nefarious going on.
No, they really aren’t. They’re saying “If you want to call yourself pro, you actually have to follow the rules that have been set up.” That’s like saying, “The state of Arizona is attempting to prevent my 14-year-old from becoming a driver.” But I am sure this is catnip to the prawn idiots and conspiracy theorists right about now. Good thing, too. Until and unless USSF’s power to regulate soccer in this country is settled case law one way or another, you kinda have to go along with what the governing body says are the rules. That ain’t restraint of eff-all. You don’t have the right to circumvent the sanctioning process without going rogue.
