It has to do with Chile's complaint of the Bolivia inelgible player scandel. Ironically it came out to backfire them because that result Peru ended up benefiting with retroactively being awarded the 3 points. That being said, they are at the end of their golden era, and quite frankly I don't see them ever going back to their recent success at least for another decade. It was fun while it lasted. The other thing is that Chile is the new Argentina. They're noveau rich and are not humble. On the other hand, Argentines seem to have come off the high horse in recent years. I've made a couple of argentine friends while travelling abroad and for the most part, good people. You'd be surprised how much a barrier sharing a common language can break.
