That's UNCAF's jurisdiction - CONCACAF doesn't really care about eligibility issues in sub-regional tournaments. Same reason no one raised a stink with Malouda in the Caribbean Cup.

A player should be eligible for a national team or not eligible for that team. A player shouldn't be eligible for a team in some competitions but not others. That would be like a person being eligible to vote for state and local elections but not federal ones.

    that's correct.

Only problem here is that FG, the same as Martinique an Guadaloupe, aren't countries with National teams of their own. They are territories from the same country, which is France. Under FIFA law, they are all french, with no other distinction.

In Spain, there are many players whom have played for the Spain National team (recognized by FIFA), and at the same time have also played for Catalonia (not recognized by FIFA), and afterwards if called again, go on to play for the Spain NT once again (about a third of all the spanish players, have played at certain moment for Catalonia). This is exactly the same thing as for the over-seas french territories.

Their condition would be the same as if a player would have played for California state, afterwards couldn't play for the US, as he would be cap-tied to California. o_O

Btw, to your last sentence (this is politics though), aren't Puerto Ricans, as the special US citizens they are, get to vote for their own authorities, but can't vote for president nor have any representants in congress allowed to vote (think about that, only in #mericcu....), or is that only a privilege for US citizens in Oceania US over-seas territories ?.

The difference being that Catalonia (and Euskadi) have no UEFA affiliation whatsoever. the DOM-TOM situation here in CONCACAF is closer to Gilbraltar before they got FIFA membership.

Having said that: all CONCACAF really has to do to avoid all this crap next time is write an explicit provision for DOM-TOM teams in the regulations (e.g. "Players wishing to represent the national team of CONCACAF member association not affiliated with FIFA must 1) have been born in the department or territory in question, or be the child or grandchild of individuals born in the territory; 2) hold the official nationality of the territory; and 3) have not played an official match with any other national team, FIFA-recognized or otherwise, within the previous five years") and problem solved.

for the case o Malouda :
    1. he was born in Cayenne, capital city of the french department of French Guiana.
2 he holds the nationality of the territory, as he, the same as every French Guiana citizen is, has always been french. In fact, he has never switched his nationality to a diferent one
    3. as he hadn't played any match for the France National Team since June- 2012, he has had 5 complete years, since then. If this Clown cup, would have been played in April, then you could have had a point, but as I'm aware of , right now we are in July.

According to all of this, he shouldn't have had any problems representing his regional team, in its suposedly Confederation level tournament, as French Guiana is a full associated member to Concacaf.

This is an issue that would never be settled until the TAS/CAS get into the act and set some relevant jurisprudence. But for that, an interested party need to start the legal procesdings. Any chance that either Malouda, the French Guiana or the France Football Federation could be bothered to do so?

Faubert only played in a friendly with the senior French team iirc. David Sommeil played a 'B' game or something.

I believe Angloma is the only like-for-like example. Correct me if I'm wrong

    Sorry for the late reply.

Okay so Honduras draws good crowds too,,,Good because more of that is needed. Thanks for pointing that out.

Granted, CONCACAF may have meant increased interest from host cities but the thing is, some attendance figures for some of the matches at this year's ''showpiece event'' are not available... Were some of the matches so poorly attended that CONCACAF doesn't want people to know what some of these attendances were? I wouldn't be surprised. The number of empty seats for many of the matches speaks for itself...

If you're going off of the Wiki page, they basically don't bother with the attendance for the first game of each doubleheader.
