He was refering to the regional league we were discussing called the PPL, not the PDL. The northern most PDL team in California that I know of is the Burlingame Dragons, U23 team for San Jose. The PPL might not have the same goals as the UPSL now that I think of it after seeing the UPSL website. But who knows.
CSL USA might not be completely dead after all. They just posed to their Facebook for the first time since February 4th and are claiming to be "expanding and nation-wide". I've spoken to Tim and Jon in the past and they have both positive and negative experiences with amateur soccer in Massachusetts. It will be interesting to see how much they incorporate the lessons from prior hardships into this venture.

I think that the NPSL team is a re-brand of the old Lowell team NPSL franchise, however, the old Lowell team still exists .The old Lowell Twitter, Facebook, and such all remain active and say they are playing in the CSLUSA. So, this, along with the below statement from the Greater Lowell NPSL team website, leads me to believe that the owner bought the franchise and is re-branding them, while the old operation remains and is joining a different league (CSLUSA). What is unknown is why she would re-brand them as a new team and why the old team is joining the CSLUSA instead of just keeping the whole operation together.

To answer my own question I found out last night this means that the winner of the PPL will now get an automatic berth into the US Open Cup!
The PLA said the same thing last year, but like everybody not from the PDL and NPSL, went through the qualifying stages.

A while back UPSL announced expansion into the Midwest. We haven't seen or heard any teams from the Midwest join the UPSL. Best case would be for the UPSL to absorb the PLA. I would then like the UPSL to work with NPSL to develop a full season 4th to work with NISA and NASL pro\related format. The remaining trams could then become 5th tier relying on college players.
All of their "expansion" was in hopes to attract clubs. If they have someone in "charge," then the clubs would come. UPSL is absorbing a few CSL teams, I'm sure more will happen.
I know what's about to happen in the Midwest with UPSL. Just be patient, announcement is coming within a couple of weeks, possibly this week.
