    Dont know if you heard of it, but a reformplan of chinese football was presented.
    The most important goal is the splitting between the CFA and the government, so the CFA will be undependend of the government.
    More goals are : qualifying for russia 2018,
    -hosting a world cup,
    -creating a league with an undependent market participation ? (dont understand this point)
    -introducing a draft-system for the league,
    -2 new training centres for the NT ,
    -and set up 50.000 new football schools or (football-education in schools?) until 2025.

    China announced its soccer reform and development plan,sets goal of hosting World Cup.

    According to the plan, the Chinese Football Association will be a fully An independent legal, and The football management center, which is a governmental agency, will no longer exist

    Regarding the C-League, based on the Currentlly CFA League Council and CSL management company, the New CSL Council and China League Council will be established, both will be separate legal entity, means the CFA will nolonger holds equity of the League, currenttly the CFA holds 36% of the stocks of the CSL company.

    In regulations announced earlier, the League council had forbid club to relocate from their current province, and set up promotion/relegation between China League 2 and CAL, which is the 3rd level and the 4th level.

    The Shares of football club will be open to Private shareholders and local government, currentlly it only opens to Government owned or private owned companies. encorages local governments invests football clubs with facilities and infrastructure, encorages clubs to use Neutral names instead of sponsor names.

    The League will be expanded, in earlier plan announced by the CFA, The CSL will have 18 clubs in 2022, while China League 1 will expand to 20 clubs, China League 2 will expand to 24 clubs.

    Chinese sports industry aims to reach $460 bln in 5-year plan


    BEIJING, May 5 (Xinhua) -- The Chinese sports industry will amount to over three trillion yuan (460 billion dollars) by the end of 2020, according to China's sports development five-year plan released on Thursday.

    "China's overall sports industry turnout will be amounting to more than three trillion yuan, accounting for one percent in GDP with the added value of sports service taking up 30 percent in the overall sports industry," said the five-year plan issued by China's State General Administration of Sports.

    The plan underlines China's supportive measures and requests for football's development in the country, including lottery operation on the Chinese domestic football leagues, saying: "The total football pitches in the country will reach over 7,000, averaging at least half a pitch for each 10,000 people and 0.7 pitch for 10,000 in the favorable areas. The number needs to run up to 50 million in China engaging in regular football playing."

    "Speeding up the innovative and creative progress on sports lottery, studying and promoting the process of starting up football lottery on the Chinese domestic leagues," said the plan. "Adopting to the trend, broading the lottery trade channel and steadily expanding market scale."

    The plan further endorses the "Medium and Long-Term Plan of Chinese Football Development", which was issued last month by China's National Development and Reform Commission, aiming at entering the football "elite club" and making the goal of "top class soccer nation" by 2050.

    "By 2020, China will have 20,000 soccer academies. Chinese football teams, for both men and women, will present impressive results in World Cup, Asian Cup and Olympics," the plan added, echoing the "Medium and Long-Term Plan".

    The plan also outlines goals on basketball and volleyball, embodying China's regard on "three big balls". "The basketball teams need to both qualify for the Rio Olympics and book good finishes in the rankings, maintaining their pace-setting positions in Asia. For 2020 Tokyo Olympics, basketball teams should at least guarantee the qualifications and go up in Games placing as well," said the plan.

    "For women's volleyball, we need to maintain our world leading position in both Rio and Tokyo and men's volleyball team will gradually narrow its gap with world powers and try to secure a berth in Tokyo."

    The plan draws out blueprint for nationwide fitness programs, setting goals of newly building 500 public fitness centers in counties and 15,000 fitness facilities in villages and towns. 10,000 more multi-functional playing grounds will be constructed in cities, averaging 1.8 square meters of sporting field for each by 2020.

    On June 1 2016, the Preparatory committee of the Chinese Professional Football Association established, all of the three professional level leagues of China, the Chinese Super League, China Football League one and China Football League two will break away from the League structure of the CFA, The PFA will be a private company wholly owned by its Member Clubs who make up the League at any one time.(currentlly the CFA holds 36% shares of CSL, 100% Shares of CL1 and CL2), the CFA will nolonger holds any shares of the League, but as national governing body for football in China the CFA is responsible for sanctioning competition Rule Books,and regulating on-field matters. It also organises The CFA Cup competition, in which 52 PFA Member Clubs compete. under specific agreement between CFA and PFA, The CFA will also has the ability to exercise a vote on certain specific issues, but has no role in the day-to-day running of the CSL, CL1 and CL2.

    the assignment and duty of the PFA preparatory committee, is to discuss and establish the regulations and the structures of the PFA, holds the elections of the PFA president,all of the above works should be done befor Spetember 1st, 2016, and the PFA will be founded within this year.

    The Professional Football Association, will be the organising body of the CSL, CL1 and CL2 with responsibility for the competition, its Rule Book and the centralised broadcast and other commercial rights.

    Are there news about an expansion of the CSL to 18 or 20 teams in next years ?

    Instead of expanding they should increase the number of games to 34. I mean all the "serious" leagues around the world have at least 34 games

    The number of games are dependent on how many teams there are in the league. Every team plays each other twice which means 16 teams = 30 games, 18 teams = 34 games, 20 teams 38 games etc. Unless you´d want the CSL to adopt a playoff system which some leagues have after the inital league is finished.

    Exactly, therefore to have 34 games for every team, the CSL must have 18 teams. It is mathematician !!!

    the expansion plan is like this:

    CSL: 17 clubs in 2021, 18 clubs in 2022
    CL1: 17 clubs in 2017, and in the following 4 years there will be 1 more club added to the League every year, CL1 will have 20 clubs in 2020
    CL2: expand starts from 2016, 2016 CL2 will have 20 clubs, until 2027, the CL2 will keep a scale of 48 clubs!
    4th Level will be added and there will be promotion/relegation between 4th level and CL2.

    1,4 billion of inhabitants and only 16 teams (with 2 Shanghai and Guangzhou teams) in the CSL for the next 5 years and then 17 and not 18 in 2021. Absolutely ridicolous.

    Today they announced that the Chinese Professional Football League will be official lauched in march with all of the CSL and CL1 clubs joins, CL2 clubs are planned to join by 2019

    I am not a math genius but 18+20+48 = 86 teams (see below post by greenlion).

    I am not a fan of adding 1 team per year, they should just do 2 at a time to keep the schedule balanced (no bye weeks for the odd team out).

    Chinese Football Conference, which was closed yesterday, made some key rules regarding the league structure, the official announcement still not published yet but media had released some of the details:

    1. Chinese Professional Football League Ltd,. will be established in March 2017 as planned.

    2. Professional Leagues to imply Salary cap and Bonus Cap.

    3. Transfer fee cap to be made, but clubs may break the cap if they pay additional taxes or football development fund

    4. 15% of the season budget must be invested into youth development.

    5. introduction of club bankrupt cluse

    6. Youth Leagues includs U19, U17 and U15 will be played in home/away format

    7. by 2020, it is planned to have 16 CSL clubs, 18 CL1 clubs, 32 CL2 clubs and a fouth level, CL3 will be added, following these levels there will be Regional Leagues and Local FA Leagues.
