The new competition will begin in the fall of 2015 and will involve teams from the United States Adult Soccer Association (USASA), US Club Soccer (USCS) and the United States Specialty Sports Association (USSSA) with the qualifying teams advancing to the 2016 Lamar Hunt US Open Cup the following spring.

And selfishly, I'm thrilled about it since covering qualifying in its current form is a huge burden. While I enjoy(ed) the idea of it, every year it was like pulling teeth to get people (USASA, NPSL etc.) to share information or return emails/phone calls.

I had some questions on the new local qualifying format. The first team was going to be a group of 18 guys with high school and college experience that play in a local league, but it is unaffiliated & doesn't have the league schedule. The second team was going to be a college club team that plays in the Mens Collegiate Club Soccer League & National Intramural and Recreational Sports Association, neither of which unfortunately appear as U.S. Soccer Members. Am I right that this prevents either team from entering this year? Any clue if U.S. Soccer would amend any of these rules? I understand the first team is a long shot, but I would think college students would be a target audience for this tournament. Thanks
You are correct that your teams would be ineligible as they are not affiliated with a US Soccer member organization. The odds of them changing that are pretty much nil. A lot of college soccer players do participate in the Open Cup, they just do it through the PDL or NPSL, both of which are affiliated with US Soccer. The only way your team would be able to play in the Open Cup is if your league affiliates with a US Soccer member, most likely the USASA.
According to the PDF linked in that article, the PDL seeds are known. (The PDL bases their seeds on the regular season only: the ten division winners are seeded #1 to #10, then all other teams are seeded based on points.) Here, I based the inter-divisional tie-breaker criteria on per-game averages, since some teams played 12 and some 14. Of course, the number of PDL teams in next year's tournament is not yet known. (The Michigan Bucks are claiming they've won the regular season overall title, based on points, but Kitsap has a better points-per-game [played only 12 games], so there could be a debate on this.) The NPSL puts their top eight seeds based on playoffs: champion is #1, runner-up is #2, SF teams are #3 and #4, QF teams are #5 to #8. Remaining seeds are based on a table which distributes the extra teams amongst the four "regions" then sub-divided into the "conferences." (If a region has four conferences, and the two regional finalists are from conferences A and B, then the next two seeds from that region would be from conferences C and D.) So these teams are guaranteed top-8 seeds: South Region Finals: #1 Myrtle Beach Mutiny vs. #2 Chattanooga FC West Region Finals: #4 Sacramento Gold vs. #6 CD Aguiluchos USA

So the five PDL at-large teams match my table above. One thing I see when I looked at this again, is how the Canadian teams hurt the PDL Central Conference teams. Canadian teams finished #2, #3 and #4 in the Great Lakes Division, and #2 in the Heartland. All those games pushed the remaining Central teams from the USA too low in the table. I wonder (hadn't re-ran these numbers, yet) if only matches against USA team were taken into account, how the Central teams would have placed in the PPG table. (This would be similar to the old style where Canadian teams didn't participate in the "first four" league games for qualifying.) Maybe this is something that the Central teams can bring up to the PDL and LHUSOC committee. The next team from the NPSL would have come from the Midwest, which would have been the Madison 56ers.

I don't think it is official yet but it looks pretty certain that Orlando City and Sporting Kansas City are starting USL teams next year. There have been statements from the USL about having 29 teams next year. I think the USL number should be 26 and the total 89.

So for these Open team qualifying pools; the only one truly Midwest team (not counting Pennsylvania, which is in the Northeast sub-pool) is the KC Athletics. And for this, they send KC to Portland, then possibly Texas? Does US-Soccer really want Midwest teams in this? (At least is they win the first two matches, they most likely will get the third-round bye, since it is impossible that they will have any other local team.) BTW, what do you all think of this 56-to-28-to-14, then award two byes format? (Almost amazingly, both of their Northeast and "rest of country" sub-pools are multiples of four.)
Yeah, it is strange system. I was expecting 8 regions of varying numbers of teams. They could have went with: 3 groups of 7 on the West Coast (CA and OR teams) 1 group of 7 Central (CO, MO, TX) 1 group of 8 Southeast (LA, NC, FL) 1 group of 8 Mid-Atlantic (VA, MD, PA) 2 groups of 6 Northeast (NJ, NY, CT, RI, MA) Give some byes in the first round and then a straight bracket of the 4 remaining teams in each region.

I'm glad that Kansas City told US Soccer to shove it, sending them out to Portland, then maybe to Texas. The treatment of Midwest teams in this new qualifying format has been shameful; with the PDL having rules biased against Central conference teams, and this sham in the "open" qualifying. Maybe this will cause some changes at the US Soccer level, or maybe have more Midwest teams enter the open qualifying (Great Lakes Premier League, this means you).
