http://www.topdrawersoccer.com/club-soccer-articles/us-ynt-mid-signs-with-monterrey_aid32576 Monterrey are really doing their due diligence scouting wise, as they added U17 MNT forward Joe Gallardo last year.

Called to U-17 MNT camp from July 5-12 at U.S. Soccer’s National Training Center to determine rosters for concurrent August tournaments in Denmark and Mexico: http://www.ussoccer.com/stories/2014/07/04/13/44/140704-u17-mnt-ntc-38-player-camp
Gonzalez made his U17 debut as a starter for Monterrey in a 5-1 win two weeks ago. Today, he came on as a first half sub in a 7-1 win. Because he's a 99 playing up with 97s, this helps his club satisfy a young players quota. But it's also likely an indication that they're pretty high on him.

Just a reminder that this camp basically marks off the kick-off of a new U18 cycle, so he's only playing up a year with this group. Most of these guys are now '99s, meaning the '97s from the last cycle are now part of the U20 program.
Nice assist from Jonathan Gonzalez to start off the @rayados Copa Chivas campaign. #usmnt https://t.co/RSWBz86id6— Dallas Cup ⚽️ (@dallascup) January 15, 2016

He's gotten a bunch of starts for the U20 team lately after spending most of the year with Monterrey's U17s. http://ligamx.net/cancha/jugador/102681

Gonzalez is registered with the U20s for the upcoming season, although he still has a year of U17 eligibility left. Of course, being registered for the U20s doesn't mean he can't also play for the U17s.
He's started the first two games of the U20 season. Between this and the fact that he played up with the U20s for part of last spring's Clausura, it seems safe to say that he's at this level permanently. Nice work for a '99.
