15% per year or the starting cap is 15% more than 2014? If it's 15% a year, that's pretty huge. By the end of the 7 year CBA in 2021 (if the cap started at $4.5m) you'd have a $10.4m budget. Even 15% year on year starting with $3.5m in 2015 (which is roughly 15% up from 2014) you'd be at $8.2m by 2021.
