this is one area where you can draw strong parallels between the US and france. both are countries with long traditions of immigration that also are a bone of contention between autochtones...
droit de sol, droit de sang, amnesty, repression... in some US states illegal immigrants can get driver's licences. in others people think they should be shot on sight. it's the same here, but the lines of demarcation are fuzzier.
