Default Reutlingen -6 points?

This has been bothering me for a few weeks. Why has Reutlingen started the 2. BL season with -6 points?

If anyone can translate it would be appreciated.

Reutlingen didn't stick to demands of the league regarding the budget in the last season. Basically DFL considered it enough to not give them the license, but in a second judgement they gave the license and punished them with -6 points instead.
