Therefore, a shoot-out would be played even though both sides would be out.
It would be the first time in tournament history two teams who have been eliminated from a competition would have to play out a penalty shoot-out for the purposes of determing future co-efficient points. The co-efficient can affect a team's seeding for future international tournaments.

How? That they've put themselves in a situation where they have to depend on another team to be given the chance to qualify? Teams go through periods of bad form and bad coaches, and unfortunately this rough patch coincided with Holland's ascension to power.
Or that they'd have to go through penalty kicks for third place? Personally, I'd consider the first point more of an epic fail than this one.
