Default Euro 2008 Tiebreakers

Does anyone know what the tiebreker procedure for Euro 2008 group stage? Is it head-to-head first (like Euro 2004) or goal difference first (like World Cup 2006)?

It's H2H, but usually two teams with the same points in such small groups tied each other so it's basically GD or more goals scored. With three teams they either played 2-0-1 (W-D-L) or 1-2-0 or 0-2-1 or 1-0-2 so its GD or goals scored again, but in the respective matches first.
