Apparently, they're now giving an extra spot to the confederation which won the previous tournament, so that's why we get five (thanks Mexico). 1. UEFA doesn't dominate the youth tournaments. 2. They don't need the experience as much as the other confederations.
The allocation for spots in the U-17 world cups have always been evenly distributed by FIFA: even when it was 16 teams it was usually each confederation getting 3 or 4 spots each, plus one spot for OCEANIA - no more or no less.
