Oswaldo, teams like Euskadi and Chechnya make sense - why would Costa Rica and Wales be able to participate in the non-FIFA World Cup?

Those were just friendly matches for Costa Rica and Wales to train with, they have nothing to do with the non-FIFA World Cup.
