While I think Milwaukee would be a great addition to MLS, if one team is going to be Toronto in the next round of expansion, I'd prefer the other team to be in a huge American market, thats why I'd prefer Philadelphia, Houston or Detroit.
Detroit would rock, because they'd be a natural rival to the Toronto team.

Since Seattle already has followed Toronto,
from the first list probably Philly would work, for population support and viability.
But I think MONTREAL would be a fantastic choice.
Not only would it be viable and a great success,
but it would add so much because it is Montreal,
and rivalries would be naturally Toronto, Boston and New York.
