My choice would be for another team in the NYC Area and a team in Philadelphia. The second team in NY could create the sort of rivalry in NY that MLS is trying to grow in LA. A team in Philadelphia would create instant rivalries with both NY teams, NE and DC. I think Sports fans in these areas are natural rivals.
Toronto would be good too.

With the news of the new SSS being built in Vancouver, I think they have a very good cahnce getting into the MLS.

Rochester and Milwaukee are 2 areas that I want to see get teams. The Rhinos deserve one for the years of strong fan support, and I want to see a rivalry with the city up north. Plus Peter Wilt will be heading up that team so I have another reason to want to see a team there.
I am sure there are other cities that deserve a team as well, maybe the best way to address that is to build the PSL into a viable 2nd division and have a promotion system, not nec. a relagation system as well, but when MLS is ready to expand, then take the team that has the best fan support, record, things like that.

I agree with Scarecrow ... Rochester or Milwaukee are deserving of a place. MLS need to reward fans and not just plump for the owner who will stump up the most cash. Without starting another debate, the most attractive option would be a straight forward promotion/relegation system, because nothing fires up fans (speaking as a European) like a promotion or relegation battle. I think the No1 USL team would stand a chance in MLS and likewise if a team were relegated from MLS they'd stand a decent chance of coming up again.
