Honest quesstion here for those of you tht do HS...
Lets say that one team is winning by a goal and starts little things to waste time. Slow free kick taking that doesnt OBVIOUSLY seemed to be cheating, goal keeper taking his time, throwins taking 4 or 5 seconds instead of the usual three.
THEN lets say that with 1:35 seconds on the clock they send a substitute to the score table......
Can you:
1)Deny the substatute as it is obviously just a time waster?
2)Add time to the clock under any circumstance other then time keeper forgeting to stop the clock when signaled.
3)Tell the time keeper to turn the clock off with 2 minutes and you as the head referee will keep track of the final time.

I did none of these things as I cant find justification in the rules........I have seen them all done.
I think that the winning team did gain an unfair advantage today by using these holes in NFHS rules....If it had been USSF I would have added 3 minutes at least.

I think your only recourse is that when you start feeling like they're wasting time, you warn them -- "White put the ball back in play quicker" or "Keeper, let's get going". I've even seen a referee signal for stoppage, call the captain over and tell him what he's seeing and let him know if it continues, there's going to be some cautions. If it continues after that, card the next one -- you do have that as a tool.

If the coach does 2 or 3 substitutions in a row -- 1 person at a time, then you have the right under Rule 3-6-1 to stop the clock and notify the coach that if it continues it may be construed at USB.

If this substitution at 1:35 was the first in several minutes, then you can't call that "repeated" substitutions for time-wasting. However, if the player coming off walks slowly off the field, you can jog over, tell him to hustle and if he doesn't caution him for time-wasting.

One additional thought...

Under Rule 6-2, Timer, Art. 3a, the time shall start... and stop the timing device when... and when an official orders time out.

Under Rule 7-4, Time-Out and In, Art. 1, the clock shall be stopped for... and when an official orders time out.

So other than the listed items of pk, caution, disqualification and following a goal, there's the extra category that pretty much boils down to "when you feel it's necessary".

As Kev suggested, the guidance from our state association (PIAA) is that you should order the timer to stop the clock if you believe the team is intentionally wasting time. Of course you also have the option of issuing a caution if you feel it is appropriate in severe cases. Usually they get the hint after the first clock stoppage.
