It makes perfect sense that he reffed big games in the World Cup. It makes it easier to fix gamed with a guy like him.

The Ecuadorean soccer federation has suspended Moreno for 20 games and put him under investigation. Nice segue to his aspirations for political life.

Of relevance is the fact that the Yahoo and Soccernet's articles stated that Moreno had been suspended for 20 rounds.
